You can have categories in:
-Courses
-Blog articles
-Students
-Interested parties/leads
To access the category management page, you must click on the pencil icon on the page where you associate the category.
For example, in a course:

When you click the pencil icon, it will take you to the category management page, where you can add, edit, or delete categories.
There are 2 tabs so you can differentiate between the categories associated with your Courses and Blog Articles and another one for Users (Students and Interested/Leads).
